Paratroopers

I am trying to drop paratroopers to cut off supply/retreat in the PI. I can't seem to do it in non-base hexes. Is that correct? I was able to drop troops in bases with no problem.

Well I'm a newbie but I searched the manual for paratroop references. The term shows up exactly once, in this passage: "In this way you can escort transports that are carrying paratroops to drop on an enemy base." This is at the tail end of the large section 7.2.2.3, describing day air ops. Given the statement, "on an enemy base," I suppose you are limited in your selection of paratroop targets. This is reinforced by the intro to ground units in section 8.0: "Parachute units can be airdropped onto enemy bases"; and in 8.3.1: "Parachute battalions may be dropped by transport aircraft on any base hex."
