Buildup exemple clarification

As I try to amalgamate the addendum to my traduction of the manual, I stumble on this:

- the 1.04.22's buildup new rule introduce directly the MP between the HQ and the railhead in the AP cost.

but

the 20.6.3 rule use this distance for other penalties.

...

Should I erase all reference to this distance in this section OR should I leave this section as it is (with a double effect of MP to railhead) ???
