Japanese naval bombers have torpedoes - G3M G4M and newer ones
Allied tac bombers with torps :
Beau-Series - Beaufighter Beaufort

All others have only bombs of different types and sizes
WitE dev team - (aircraft data)
WitE 1.08+ dev team (data/scenario maintainer)
WitW dev team (aircraft data, partial data/scenario maintainer)
WitE2 dev team (aircraft data)

I think, though I won't swear to it, that any Japanese Navy or Commonwealth tactical bomber unit, equipped with a bomber with a capacity of at least 16, will carry torpedos. I haven't actually tested this, but you could try using the editor to equip a British unit with B-25s, or a Japanese Navy unit with Ki-21s. If they carry torpedos, then that would provide evidence that I'm right.

A word of advice: do NOT delete the G4M "Betty". It carries torpedoes in the first years of the game, but when Kamikazes are available, the G4M can carry a unique weapon--the Ohka. This is a suicide rocket, essentially a "fire and forget" cruise missile with a human guidance system. The advantage is that the G4M's do not have to face the devastating flak that American carrier TF's put up later in the game, so they can live to fight another turn. (Providing, of course, that you have enough A6M's to escort them through the cloud of CAP fighters!)
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

BTW:

I noticed one bug conserning Japanese 762nd Kokutai. It's IJN bomber group allthough it should belong to army.
That causes Ki-67 Hiryu bombers use torbedos against enemy shipping without NI orders.
