Why is the KB so slow?

Playing as the Japanese. The undamaged KB only sails four hexes a turn even after I have dropped the Kaga (speed 27) out of the pack. All the other vessels have plenty of fuel and speed of 30 or more. Any idea what might be slowing me down?

Kaga is no speed merchant.

Short legged DDs in escort getting refueled from larger ships?

I never thought that doing an AAR would be so time consuming and difficult.

There is a class of Japanese CLs, I think (Katori, Kashi and Kashima) which have good AAA so I've mistakenly put them in the KB in the past but are very slow so really only good for escorting invasion fleets.
Nobody ever defended anything successfully, there is only attack and attack and attack some more.
