This is because your economy is in freefall, with negative cashflow [X(]

You are using the new Corporate Nationalism government type. This government is great in short bursts, where it gives you huge amounts of money by confiscating all private sector income. [:)]

But long-term it will destroy your economy, leading to the situation you have in that savegame.

You should switch away from Corporate Nationalism to another government type, though that won't be without pain...

I think I knew a new form of government for the Trade Federation... :)
