Bridge building question...

I am building a pontoon bridge at a crossing point. I have one engineer unit with the bridge icon and a second just plain pioneers. The first unit has the build bridge order available but the second does not. How do I assure that the second unit pioneers throw their engineering strength into helping with the construction and thereby speeding it up?

One way is to attach them together and issue to the commanding unit the order to build the bridge.

Another could be to but them together under a common HQ, and issue the order to that HQ.

The first way is better, for all the practical purposes.
