This is seriously broken in my opinion. After getting odd combat results I decided to open the Combat Details screen. I recorded the dice rolls, re-loaded the save and committed the same attack. Got the same dice rolls again! And again and so on. I tried this 10 times and every time had the same result of 72, 100, 98, 35, 34, 58, 30, 19, 82, 19, 22, 48. This seriously ruins an otherwise great game in my opinion. Hopefully this is addressed in later patches. This occurred in the Warsaw North Scenario of the 1939 grand campaign.

They probably just use the same seed after reload so that's not a good way of testing it.  A lot of games do this to prevent cheating (though some set it as an option).  The best way to test the 'randomness' of the die rolls is to simply keep playing through and recording the numbers and then see how it's distributed.

Just change the order of your attacks.

This is definitely deliberate to avoid reload cheating (though easy to get around of course)> As James suggests simply try a different order of attacks and you will see different dice rolls.
