Bug or Design error: Swap Map with a value of 0

Yeah i know its a feature of politican to talk much about nothing but its annoying.

When one side got Maps with a value of 0, there shouldn't start a swap maps from the AI side.

When one side got Maps with a value of 0, there shouldn't start a swap maps from the AI side.

I don't know if it's annoying. If you are trading partners it's more like: "We want to know where you are at so we can trade with you, you know already where we are so we don't have any more info to give you on our positions".

Or if Galaxy Map is in question it's like: "We want to know more about the galaxy, can you tell us more than we know, after all we are on the way of becoming the best of buddies? Thanks already!"

However if efficiency is at stake here, then just tweak your empire policies/options or ignore the offer like I do.
