NOOB Questions

In the Expansion Planner Screen...what is the criteria/factor that puts a resource on either the resource targets by empire priority/galaxy priority lists?

In the Ships and Bases Screen under the cargo tab...some resources show a quantity under the column heading "RSVD"...does this mean "reserved" and if so, reserved for what?

Reserved for use, I would imagine. Already internally earmarked for other stuff (transport, constructors, whatever).

For the rest of your questions, I don't know... Been wondering how it picks its resources too.

Yeah, anytime anything is built the game calculates how much of each resource it needs and reserves that amount.

I believe the priority is calculated by looking at the ratio of demand to stock. So if you have no steel, but have a lot reserved for construction you would see lots of steel sites at the top of the priority list.
