Guys, I have this nasty plague rampaging accross my worlds, can I somehow contain it by instituting a quarantine?

No the game handles "the plaque" like the descandency of the worst viral ngihtmare possible. In short it's a mutation without vaccine and most likely - since containment is impossible - a virus or bacteria without a clear incubation time. Making the carrier infectious without symptoms.
