Managing TOE percent in one fell swoop

This post is in response to a question someone asked in Q-ball's AAR.

The discussion concerned how it is wise for the Soviet player to set his artillery TOEs to 50% so that all armament points are used making rifles (that then put soldiers into squads) rather than guns, because in all the retreating you do in 1941, you lose a ton of guns (why build them when you just lose them when you retreat?).

So there are a lot of good SU types to reduce at various times in the game, and rather than do 1 at a time, you can use the commander's report to manage all of this much more easily (though not necessarily in "one fell swoop" so forgive the thread title).

Give me a minute to put the screenshots into this space, and I'll update it:

This is what you see after you select the SU and Set OB Filter

Now repeat this for the other types of SUs that it's beneficial to do this for.

The kinds of SUs that I do this to are as follows (others may feel differently):

Germany
Any "company" (too small to concern yourself with).
Arty in winter 41/42
Airbases and air HQs in winter 41/42.

Soviet
All motorcycle regiments
All artillery SUs
All corps HQs until I decide if they'll be used or disbanded
All anti aircraft while the front is collapsing

Apologies for the poor quality of the screenshot. Not sure why it's blurry (or maybe it's just that I need glasses).

Remember, if you want to do this to all infantry divisions in 9th Army (or whatever):
Instead of selecting the specific SU and setting the OB filter, go to the HQs tab, select 9th Army. This will send you to the Units tab, where only the units (all types) directly reporting to 9th Army.

Set the filters in the bottom (click None first, then click Infantry; now all you should see are the Inf divisions attached to 9th Army.
Now you can set the TOE% just as before.

Thanks. Until fix/increase 1.05 German armament point poduction, I think wehrmacht really
need to cut artillery down a bit, to get infantry in. Currently I have a huge pile of manpower and
hiwis, but no guns. Germany should have manpower problems, not armaments. I belive manpower
balance overall is now fine after hiwi system came in. But it worsened armament situation.

Historically the Germany had more than enough guns and ammo. They also had warehouses
full of equipment from French, Czech, Poland and Belgium armies... They really should not have to
march to the east with just a wooden club in hand!

[edited] Perhaps one solution would be to add better capture rate/usage of soviet weapons for Germans.
There were many weapons wehrmacht considered to be better than those they have itself. German infantry
used a lot of soviet arms. In blitzkrieg phase -41/42 Germans could have armament bonus from POV:s like they
now have in form of hiwis (8%).

There's a post over in the Support forum showing that the 47mm AT gun is bugged (/edit, not yet confirmed, but it looks accurate to me) and is absorbing hordes of German armaments (like 10,000 each):

BTW, do bugs ever affect the Soviet negatively? ;)

Wow that guy really catch a nice bug! If that bug is like he says, it will fix the problem for sure.

Had the same problem, as Helpless says, use a .gif and it gets better.

Hmm . . how would adjusting an SU's TOE have an impact?

See 18.3 Refit Mode

Refit or not, they won't go above the TOE you set.
