As probably some of you noticed, it's presently possible to reinforce indefinitely an encircled, cut-out unit using only the "local" supply from a nearby conquered city (see this thread).

I think it's possible to change this behaviour by editing the following consts.ini values:

Changing the MaximumReplacementsForLandUnits values for everything not at 30 supply should have the net effect to hamper / block reinforcement attempts to units that are not near to a main supply source, or at least to a 30 supply source.

It's not clear if the MaximumReplacementsForLandUnits value is a percentage or an absolute value, but i'll experiment a little.

Good find HanBarca. I hope you are right about the possibility of fixing that problem. If modding can fix this and some of the other problems raised I will finally buy ToF. I want to like this game and feel it has a lot of potential.

Changing this will unbalance the game as units will not be able to reinforce.

The distance in Russia is quite far from many supply points.

You are jumping to conclusion on the game from one snap shot and one instance.

That city can supply units up to 40%.

Once the unit in the city drops below 60% in strength it will not be able to supply above that point.

The problem with the player was:

The hexes surrounding the city were not occupied.

If he wanted to defeat the unit he could have used air support and mass attacks.

You don't have to attack a surrounded city.

There is a check sum each turn that gives you a chance to reduce entrenchment and or have the unit surrender.

There is no problem defeating that 36 point strength unit.

The point is not how to defeat the panzer corps, but the fact it's able to reinforce to full strength while encircled alone in a city 50 km from Moscow. Do you remember Stalingrad?

Regarding units being impossible to reinforce, that's exactly the effect I'd like to obtain. Actually, I want them to reinforce only if they are very high in supply, let's say in the 25-30 range.

You have made a good research.

Changing those values will cause the units to be able to reinforce only when having high supply level.
When editing those, please remember that for some countries, some values in consts.ini file might be overwritten in country specific settings. So also please check consts_Germany.ini or consts.USA.ini, just to name two.
