Research Question

I wanna make sure I understand how the whole research thing works

Research Capacity: is the research of all spaceports/research bases combined?

Actual Output: is the the amount of research being produced for that field with all bonuses

Total Empire Research Potential: the total amount of research that can be researched in one field?

My biggest question is with the last one, Research Potential. In my current game I have 631k Research Potential and my High Tech Output is 1211k. Does that mean it's only running at 631k?

I also noticed some of my research output is lower than my capacity. Does it take awhile before a starbase to produce max research?

It means in ALL fields combined. And please read the guides. Your output lower than your lab count means you are lacking researchers to man it.
