Thoughts on Japanese Strategy

My Japanese opponent is taking his time in the PI and Malaya but has taken Noumea by 5 JAN '42. I defeated an unsupported TF heading for PM and hold Guadacanal with some forces (recently destroyed an airborne raid) He is raiding vic. Palmyra w/ two CV TFs. I suspect this is an OZ strategy. I have only accounted for five of his mobile divisions. Any thoughts on what the Allies should do next?
