Non Historical Start question

Hello All,

In the Manual it says can move ships for Japanese 20x their normal speedduring first turn. Does this indicate in game by hexes at all?
Also does it mean just CV's or any ships on first turn
Also any changes since patches or betas for first turn non historical start?

I've not played a non historical game in AE assume it's the same as WitP as I've read nothing different.

Movement is hexes and it affects all Japanese ships. I have seen nothing to indicated any Beta changes.

It affects certain TFs that the Japanese start with, not any new ones. If I remember correctly those TFs have a * in their name.
