Allied APD's won't load troops!!!

I am playing scenario 8 solitaire. I just received 6 APD's are reinforcements, early March 42. The Manley is one of them. Well I moved them to San Francisco and tried to load the 3rd Raider Bn. But all I get in the list is artillery, AAA, CD and Art!! I have another ADP, the Waters, at Noumea and she'll will take on troops, inf and eng, but the 6 I received as reinforcements won't load troops, i.e Inf or Eng. Is this a known bug? But more important how can I fix it?

If you look at the "Attached to" column you will see that the 3rd Marine Raider Bn is attached to the "West Coast (R)". That "(R)" means that the West Coast HQ is "Restricted" and that you can't ship out any units. (That's what the "(R)" means for any HQ that has it.)

You need to spend Political Points and switch the 3rd Marine Raiders to some "unrestricted" HQ, such as "South Pacific" in the list.

Once you do that the 3rd Marine Raiders will show up in the loading list.

Addendum: Yes, that was it. Too bad the units didn't display in grey, like when they are in the wrong mode. Also it would be nice to be able to change a units operation status, combat to Stat, from the load window.
