I just picked up ATG and I was wondering what is the best way to learn the game? Start with a small random? Do a PBEM with an experienced player?

I was in the same position a few months ago. I started a lot of random games just to get the feeling for the game. I also suggest reading Victor's excellent strategy guide for ATG. You can find it here: http://www.vrdesigns.nl/?cat=4.
I started my first pbem with a friend only yesterday.

The game is not difficult to learn. You can learn a lot by reading some AARs, and the strategy guide mentioned.It is probably easier to start with a small random map. It is important to get control of oil and ore sites and to be careful not to create an army that requires more fuel and supplies than you have. So use horse transport for most units, and keep a reasonable balance between armor and infantry (say 3 or 4 infantry for each armor). whenever possible attack with artillery and air BEFORE you attack with infantry and armor. And remember that new units require a few turns to gain experience before they are sent into combat.

don't forget to go to the ATG site for mods, alot of excellent mods to be had. I'd start on a medium map, i started on small maps and the AI jumped all over me[especially if you start between to AI's]it became just a battle for survival with the way the ai can churn out units.Medium maps give you a little more time and room, try to not to start in the middle at first,as mention above read the excellent strategy guide by vic and the supply thread above. Are the tutorial scenarios useless?

didn't even realize their were tutorial scenarios. I just read about the settings and jumped into a random. Started on small random, but like i posted above medium gives you a little more time and room. Within usually 3 turns your at war with someone, even if you haven't uncovered them yet.

Well, I tried to load scenarios and there was a folder titled Tutorial. Not quite sure what you're supposed to do with it. It doesn't have any text to help you through it.

Ah, you have to play them while reading the toturial section in the "old" AT userguide. It should be installed together with ATG. [:)]

Edit; see in the "Manuals" folder for a pdf file called "ATWW2-Manual" something.
