Extra Planes in Reserve Do Not Go Back To Pool

Why is it that when I combine 2 understrength airgroups into one, the extra aircraft go to Reserve and stay there?

If I have 2 A/G (max 27) with 20 a/c each, and I combine them, the extra 13 sit in reserve, and the group now won't fly according to the rules.

Or better still, I take a Naval VF (36) and drop it on a CV to bolster a depleted VF already onboard, it shrinks to 24 max and is grounded because it's over limit.

Shouldn't undamaged over-max aircraft go to the pool?
