What does the S mean

R means restricted I know, but what does the S mean?

I think the S denotes it is Static Restricted, as opposed to just restricted but I'm not sure[&:]

The HQ they are attatched to is USN Fleet Air West, which is static restricted.

Never noticed that before. It wouldn't happen to be a bleed over display error would it? Does it happen with other groups?
