I'm confused about it too. I bought Highway to the Reich and Conquest of the Aegean many moons ago. How is this new HttR different from the original HttR? Couldn't immediate tell by looking at the product page, but it seems I need BftB, which I don't own.

It basically is a re-released and re-worked (13) scenarios from the original HTTR game, but using the new engine of the Bulge. Must own the Bulge game to use the expansion pack.

I have CotA and BftB,so is there some kind of discount here for me to get HttR?Im still in the dark here.

No discount...however, they have thrown in the original HTTR strategy guide that use to cost extra money, so I guess that can be considered an incentive if you like that sort of thing.
