In earlier posts I believe these construction battalions were reccomended by others (along with RR Brigades) as good cheap diggers. Can you explain why you are now saying they shouldn't be built and what do you reccommend be created in their place. Thanks for this post, you have obviously put a lot of effort into it.

The RR construction brigades are great. The construction battalions have 1/4 the support squads and only dig 1/4 as well. They have the same cost in APs. The Soviet limitation is APs not men. So it makes more sense to build the RR construction brigades and don't waste APs on battalions.

If you go crazy with rail construction units you can start running low on manpower. When I say crazy I mean trying to fill both army HQs and front HQs to maximum.

I figured the list below might be useful. It's Joel Billing's Soviet unit creation list, but I cleaned up the spacing and formatting and added the special notes right on the line for the unit itself.

Related notes:

* Support units cost 1 AP to create
* Brigades cost 1 HQ command point and 5 AP to create
* Divisions cost 2 HQ command points and 10 AP to create
* All corps cost 4 HQ command points

* Cavalry Corps cost 5 AP to merge three Cavalry Divisions together. 30 AP for the sub-units, 35 AP total

* From June 1942 to December 1942 inclusive, Rifle Corps cost 20 AP to merge one Rifle Brigade and two Rifle Divisions together, or three Rifle Divisions together. 25-30 AP for the sub-units, 45-50 AP total

* From January 1943 onwards, Rifle Corps cost 10 AP to merge. 25-30 AP for the sub-units, 35-40 AP total

* Tank, Motorized and Mechanized Corps cost 20 AP to merge three Tank/Mot/Mech Brigades together. 15 AP for the sub-units, 35 AP total

* Combined Arms Army HQs and Tank Army HQs cost 25 AP to create

* From Jun 1941 to Oct 1941 inclusive, all AP costs for unit creation are multiplied by 4, except for Support Units, which always cost 1 AP

Would there be any interest in finding the total number of ARM points (or even manpower?) that would be consumed by the full TOE of any given unit?

I think there is a typo/misplace. I'm pretty sure the Heavy Tank Regiment is set to guards, not the Artillery Division.
