I think they actually shut down the refinery for most of the war. It was easier to send fuel. the Shell history timeline has the Clyde Refinery reopening in 1946. History of Shell Oil in Australia

interesting idea, to shut down the Oz refineries.

my current Oz-prob (01 March 42) is, what fuel i've managed to bring to Perth is pooling in Darwin (100k fuel), while Sydney is starving at 2k fuel. the warships i repair at Sydney shipyard aren't able to refuel & get back into action! i shut off the Sydney HI, but that just seems to have reduced Sydney's fuel-draw.

i don't understand why Darwin is glomming all the Oz fuel, it might be that my submarines (homeported at Darwin as they abandon Surabaya) are the reason. even so, their fuel req's should be much less than that of the shipping/warship tonnage based at Sydney. my best response has been to tranship Abadan's fuel from Bombay to Perth, & to direct fuel-tankers from Perth to Sydney (routing South of Tazzie, there's a nasty sub in the Bass Strait).

this is my worst supply prob at this time in my game, any advice would be helpful!

Yes, but I don't have to follow history. Like many here are quick to point out, it's how we choose to deviate from history that makes our games interesting. I choose to keep it open and ship oil.

Only after the Mediterranean is open. The date is on the map, IIRC it's something like May 14th, 1943.
