Port "Show Ships Due Upgrade" problem

The port option for "Show Ships Due Upgrade" is now only showing ships that have their individual setting of "Upgrade - Yes". This port option used to show all ships due upgrade, no matter what the ship's individual setting was. I prefer to keep all ships set to Upgrade - No until I get them to my port of choice.

Save attached. I am Japanese. Look at DMS W-2 in port at Cam Ranh Bay, for example.

there are (new?) switches at the top of the dialog, once you've tagged the 'show ships due upgrade' button on the port dialog.
