Baltic States Garrison?

Guys,

Is it necessary to put garrison in Baltic States' cities? The manual mentioned that there will be hardly any partisan in these areas. But do local partisan still be generated if cities not garrisoned?

Stick a regiment permanently on the rail hex south of the Baltic zone near Daugavpils. I strongly suspect there is a coding phenomenom which causes that hex to be uber targeted, but then I am paranoid.

Instead of wasting a mobile unit, why not place a fort instead?

Should we also be garrisoning the ports on the Baltic coast as well as the cities?

use the Shift K function to highlight all the paces that need a garrison. Blue - enough, Yellow- need more, Red - needs a garrison and is empty.
