Combined Fleet HQ Attachment

I am playing the December 8th scenario and I noticed that Combined fleet is attached to Southern Army. I also see 4th fleet HQ (Truk) is attached to itself and can't be changed. Why is the Combined Fleet under Yamamoto attached to an army command? Why isn't it the top navel command with ALL fleets attach to it? Consider how friendly the Japanese army and Navy were to each other, like NOT, I find this really strange. Can I Attach Combined fleet to itself? I don't see anything in the rules as to how to do that. I find this very un-historical.

I think there is a program limit for unrestricted commands - and also other considerations -
coordinating units under a parent command probably has AI impacts. Changing what a HQ reports
to has play impacts - but you CAN do that. You can make a command report to itself in the editor.
For games not depending on the AI for the other side, so you have humans bossing units around,
this is to some extent functional - and to some degree any loss in unit cooperation is at least
historically justified.

Yes, that does make sense but as a human player I should have been able to attach Combined Fleet to itself. But I couldn't. Combine Fleet was attached to an Army Command causing Adm. Yamamoto to commit seppuku. [;)]
