Bugged research

I keep getting 'Tanks: No Investments' (and no research progress) even though I have spent points. This happens after my first tank tech upgrade (to lvl 2). I have tried to restart (from saved game) to before I get the upgrade several times and picking different upgrade rewards. No matter what I do I can't seem to get any progress on tanks any more.

Progress only happens once a month.

You have to wait a few weeks.
