Why is Buildup not always an option?

Why is Buildup not always an option?

Per the manual, an HQ must do the build up thing before it moves. I'm starting my turn and can't figure out why do some HQ's not have the option where others do? I have moved nothing. I'm sure there's another condition that must be met but the manual does not tell what it is. Clearly some HQs meet that condition where others do not. Any feedback would be appreciated.

Not all HQ's are eligible. According to the manual (section 20.6) only Soviet Army and Axis Corps HQ's are eligible.

Also in update 1.04.22 (5/19/2011) a requirement for the HQ to be within 20 MP's of a railhead to be eligible was added.

I knew about the first item above - the second is what is causing my problem. It makes logical sense - it just was not in the manual.

It's on page 289 of the version of the manual that came with 1.06.04.

I spent ages trying to work this out too and didn,t get it until I posted on the forums asking the same thing

Its 19 MP not 20.

Unless they fixed that bug for the 100X time and it has stuck.
