Map Scaling Help

I am using Paint Shop Pro 7.2 and could use some help on just how to go about scaling a map to where one pixel=4 meters as described in the map making guide.

Edit: This is what I am trying to do - a map of Iwo Jima. I found a map with a 1km reference, and matched that up in the map editor at a 1:1 setting to get the bitmap underlay to match the 1km grid reference, and came up with this result in game:

First of all your map looks great.. if a tad too crowded for my tastes. ;)

I wouldn't worry about getting your template map to a certain scale... if it is the same dimension as the map you are creating then it will fill the background in MapMaker perfectly. So basically if your target map is 10km x 10km, then insure the map you are using as a template is also the exact same scale.
