Air Combat TF won't Fly Missions

I have a Japanese AC TF with 3 carriers in it that will not fly missions. Now I had Max'ed out the capacity on each carrier with a tad bit more. Each carrier had 1 or 2 more aircraft than allow. The capacity showed orange so I thought they would fly with a slight penalty, but not fly at all. So I transferred some squadrons off to a base and all carriers are in the green, but they won't fly missions, the sortie count shows none flown. I have another AC TF also with 3 carriers that fly missions just fine, but none of those carriers was max'ed capacity or beyond. SO do I have to move the AC TF to a port and disband it and reform it? If I do it at sea I lose the Admiral commanding.

Addendum; I sent the TF back to port and disbanded and reformed it ... it now fly's missions. Got figure ...
