Where can one find the latest greatest version of the pwhexe editor?

...Does anyone happen to know - is there a structural code difference between the standard stock pwhexe file that was issued upon release and the pwhexe files with stacking limits in every hex?

My understanding is no difference. As I recall they built in extra fields but were not able to get to using them all for the stock release. You need beyond a certain Beta release number to use the optional stacking limits but that should be all.
