Bugged supplies

I wanted to create a test scenario from number 1 so i deleted all factories and units in japan. However i found that on some bases thousands and some time hundred of thousands supplies were stocked. How come?

(Yes i manualy set them to 0 in oob editor didnt changed it after game started)

Was this a Japan AI game??

Anyone want to bet that the OP forgot to remove the automatic daily receipt of supplies?
