Tracing supply thrue enemy controlled hexes?

Tracing supply thrue enemy controlled hexes?

When I start my german turn in france I see several of the surrounded french units that have no friendly hexes to trace supply to a supply source still got full supply. Shouldent it atleast cost something to force supply thru enemy controlled hexes ? Is it WAD?

Sorry it was before France surrendered. Dont got a save for that. But when it it occure again I send u a save.
