Supply "pull" not being set on base taking

I can find a save if wanted, but it's pretty straightforward. When one takes an enemy base, if they had the "supply pull" on, it remains on after the base changes hands.

Been that way "forever", seen as recent as 1.0.6.1108.

It would seem that when a base changes hands the supply pull setting should get reset to "no additional supply pull"

Yep the option was never being reset after capture. Added to list.[:D]
