I thought you just need double the supplies at a base (see 16.4 on page 260 of the manual). There is also supposed to be an advantage to rebuilding your ground unit near lots of well stocked bases.
What skill are you looking for in leaders to help build your unit back up to full strength? ADMIN?

Unit Leadership and HQ leadership help with rebuild. I find being in a big base with many big bases nearby the most important though. Units rebuild VERY quickly in Tokyo and Osaka for example.
LCUs within the command range of a Command HQ will pull in replacements on a daily basis vs every three days. Usually they do well at a large base as it helps to have over the minimum in support troops and having over 20k supply. If you divide the division, then each of the three components will draw in replacements and repair disabled squads vs just once if you keep the division whole.
Rear Area Units Refitting
Units can be moved to a rear area to reconstitute (ideally out of a malaria or cold zone or in a base large enough to negate the effects). If the units are in the rear area to restore disabled elements, reduce fatigue, and replace lost elements, assign unit leaders using the following order of priorities:
• Administration – Influences ability to use Supply to reduce Disruption and Fatigue.
• Inspiration – Influences fatigue reduction, morale reduction due to fatigue, disabled elements destroyed due to fatigue, and assault value for attack and defense.
• Leadership – Influences experience gain (this is unimportant if the unit has already reached the maximum training experience).
• Of small import, Land Skill – Influences attacking & defending LCU assault value, firing accuracy and experience gain.
• No other skills or qualities have any influence
The O21 caught an empty xAKL north of Rabaul and put her under. Damn Dutch subs.

Bloody battle over Pt. Moresby today. 18x Zeros met 25 P-40Es. We lost 5 planes shot down (5 pilots lost too [:(]) and 2 op losses for us while 7x P-40s were shot down with 6 op losses for Ted.
Philippines
Cebu fell to a 3:1 attack. The 81 PA Division and a base force surrendered yielding 1861(655) Allies to 21(0) Japanese. The 16 Division is loading for movement to Bataan. Bataan is the final Allied base in the area.
China
Still working on cleaning up surrounded units.
Burma
Lots of fighting over Magwe. Basically, we lost 3x Zeros (2 pilots WIA) vs. 5x P-40Es. The bombers only damaged 5 oil (201/300 now). I'll have a lot more fighters over Magwe tomorrow. In addition, the 18 plane Yamada Det (elite Zeros) will arrive the day after tomorrow.
Java
A DA on Soerabaja resulted in 2:1 odds, reducing the for level from 2 to 1 and causing 536(92) Dutch casualties to 234(2) Japanese. I'll attack again tomorrow.
A regiment of the 20 Division destroyed 2x base forces that were SE of Djokjakarta for no loss.
Malaya
I'm trying another attack on Singapore tomorrow. I replaced the IG Divisional commander.
Just finished the next turn. Pretty exciting but I'm too beat to post it. Spent most of the day moving furniture. Getting to be a bit much for this 51 year old body. [:D]

Tough day for the IJN submarine fleet. The Ro-67 caught a depth charge off Pt. Moresby. Her damage came to 10-46(32)-0-0. She'll head back to Rabaul for repairs, assuming no one else catches her.
Later in the day, the I-164, looking for trouble around Dutch Harbor, finds it and catches 2x depth charges. I figured she was a goner, but it looks like she may survive. Her damage is 10-46(31)-0-0. She's heading back to Etorofu.
5 Fleet
It was too bad that the I-164 was put out of commission by that PC. The BBs Warspite and Colorado, along with CA New Orleans, pounded the 2x Naval Guards on Dutch Harbor. They didn't cause much lasting damage, but they did do a fair amount of disruption to the units. I've sortied KB from Truk to sneak up on them, but it'll take a week for them to arrive. They'll hang out to the west out of sight. I'm rearranging my sub screen out there to try to keep tabs on them to see where they're heading. If I'm lucky, they'll try to come back and I'll ambush them. The fast replenishment fleet will accompany them so they'll be able to stay out there quite a while.

45x Zeros caught a flight of P-40Es over Pt. Moresby and shot down 3 for no loss. The sentai of Lilys hit the airfield for light damage.
China

Burma
No air activity at all. Odd...
Malaya
The shock attack at Singapore succeeded! Singapore is mine! The 2:1 attack netted 40,877(4193) prisoners for the loss of 3967(11) Japanese. Best of all, the infrastructure was intact at Manpower 1(2), resources 20(0), HI 35(1), LI 40(0) and Repair Yard 50(0). I increased the HI to 35(65). I captured 44k resorces, 20k supplies and 67k fuel. Not bad. The forces will rest a couple of days. Then, two divisions will head to Burma, two the the SRA and the last division will remain in Singapore for a while until I figure out the garrison for that base.
Java
Not to be out done, Soerabaja fell as well. Unfortunately, the infrastructure was totally destroyed. The 3:1 attack netted 15,236(1315) Dutch for 146(10) Japanese. The infrastructure looks like this:

Singapore Det - 30 AS - arrived it Tokyo. I'll leave it there because it only sticks around for a couple of months.
Check Palanbang and Balikpapan for extra supplies. They may help until you can ship in more from Japan.
OT - Do you convert some of your larger TKs to AOs?? You lose a little in capacity, but it would be nice to have the flexibility of using two groups on each side of the wide Pacific in fast Replenishment TFs. Assign a slow CVE to both and train up the DB/TB in ASW skills and the extra Zero as CAP is always nice.
Balikpapan is shipping supplies. It'll get me going short term. I'm still a few days away from Palembang. I suspect there'll be a nice load of supplies there.
I haven't converted any TKs, yet. I may do it later but right now they're all hauling fuel and oil to Japan. Event without Palembang, there's plenty to keep them busy.
