Div HQ Stuck in Back

This is a problem situation.

I previously posted a question about how to get a formation to retreat away from contact with the enemy without "flipping its back" to the enemy from which it is retreating. I was told I should do this with a withdraw order and the formation would retreat without exposing its "back" to the enemy. So, I have been doing that most of the last 24 real hours of game play.

The following happened though and I thought it was very unfortunate...

Here the div HQ (highlighted) is clearly the last one out and has a whole enemy corps chasing it down on the way to the new defensive line. You can clearly see I have issued a "withdraw" order to get them there.

What happened?

Thoughts?

Here it is 12:58 and the Div HQ is still not in a hurry and very lucky the enemy corps has decided to stick to the road.

Update: it was about 15:00 when the Div HQ seemed to move into the middle of the bulk of his forces.

Try the same but with basing off. I think the HQ is dug in and 'happy' with where he is... which suggests an alarming lack of comprehension of his situation map ;)

Doesn't basing just have to do with supply bases?

Though do detach the Base and defend in-situ before making the situation worse :)
