Collective Farm Scenario

Turn 3 as the Russian against the AI, I was able to deploy my reinforcements anywhere on the map.

While nice to put a SMG unit right behind two Flak units stacked together and on the first turn eliminate both, seems like being to suddenly deploy in the middle of the map is a bug.
