There is often a small subscript numeral by the (?defensive) value in the odds. What does it mean?

It's the predicted number of suppressed steps - even if the attacker is weak, the attack may still result in some suppression. This is useful when amassing several weaker units again a strong defender, and especially if the defender is out of supply (in which case it doesn't recover suppressed steps in next turn).
