Air Recon of Bases?

Why are we not getting an estimate of the state of completion or expansion of air bases we photo recon? Be nice to add it.

Does not the establishment of a value=1 give that indication of work in progress? It can't be used for much at that level. Air recce can prove most deceiving, rarely is a sure thing. Discerning efforts to improve a base from 3 to 4 would be equally demanding for certain types of terrain. Just my .02

The percentage is for your airfields. But data via recon, photo interpreters, should give an indication that an airfield is under construction and how close it is to being complete. The reason the USA went into The Canal was to prevent an airfield at Lunga. From size 1 to 2 ... you could tell the number of revetments being installed. Just saying air recon does not provide the player with any data on airfield build or expansion status.
