Building up rifle brigades

It is December 4th 1941, and I'm trying to combine my numerous rifle brigades into Rifle Divisions. I have 500 admin points they are sitting on a rail line, and they have plenty of movement points. Is there something I don't see here?

Yes, rules changed at some point and they now can't be combined until May 42, IIRC. Check the new manual and you should see this in red.
