Questions about HI production modifier

In the manual fo v1.06.06, the description fo HI industry includes a sentence ?F?gFor example,...... In 1943, 1000 tons of resources will be required to produce the maximum of 1550 supplies per factory point ?h (just below the table in section 21.1.2), which means consumption * modifier = output.

But the same part in manual of v1.04.28(which I made a backup and didn't upgrade), it was ?gIn 1943, 1550 tons of resources will be required to produce the maximum of 1550 supplies per factory point ?h. Quiet different from the upper one, and no what's new mentioned about it. Which one is correct ?
