From my experience there is no significant difference you do have level 2 forts on Dnepr or not. This wont help too much on T5-T6 when German infantry arrive. From the other side, on early turns it is more important for me to cover possible targets with armaments - D and Z towns and keep some units on west-side Ukraine for slowing maneuvers. The other issue - in this game I moved away from the South 16th Army and some other units. My South is seriously weakened. I am also trying to save each railway point to evacuate industry - I even don't move tanks on early turns.
But you are right - he made bridgehead on T5 but relatively weak. I will show some Soviet actions of T4 and later lets see what can we do with situation in Ukraine.
T4 Soviet. NW Front. Counterattack near Plissa. I think this is first whole-front Soviet operation, engaging 27th, 16th and 8th armies. Under their strikes were divided 8th Panzer division and 12th Panzer division. More than 135 tanks destroyed.
