Reinforce button bug?

Hi,
I'm using the Ground Tactics 4.0 mod, which enables the Reinforce option.
I've noticed when playing single player that the Allied "Reinforce" button does not appear, but it does appear if you click the "Revert" button or click the "Edit Opponent" button and then come back.

Or does the Reinforce button only become available (without the other button clicks) when the Force Pool has reached a certain low point of units?

update, just noticed an Airborne BG, that had previous heavy losses, with the Reinforce button available

The reinforce button is not available if using it wouldn't add significantly to the strength of the BG.  I'd have to go back and check the exact level, but this was changed in response to cases where players were clicking the button and then saying "Hey, nothing changed in my BG when I clicked 'Reinforce'."
