Heavy Industry Factories

Should I as a Soviet player be withdrawing heavy industry factories?
Another player told me the soviet plater does not need to do that and should concentrate on withdrawing armaments factories instead.

Please advise.

Short answer: no.

Long answer, it is barely possible in 1942 to run into supply shortages if you go overboard with forts. In that case you might miss those factories. In future years the multiplier cranks up to the point where it is virtually impossible to run into supply shortages.

By and large they can be ignored. At 10k rail cap per point they are definitely not cost effective to move around and should be bottom on your priority list for evacuations. If you can spare the rail, then go ahead and move some out, but only after getting the critical vehicle and armament factories out of the way.
