DLC 43 East Installation failures

Any thoughts on what is causing this failure?

Maybe you anti virus or your Internet security program is preventing the installation.
I would check it.
You can always install the DLC with Windows running in Safe Mode, that can help in these situations.

Tired is safe mode, with no other processes running. Did not work.

In that case, I suggest you to uninstall the 1942 DLC. Then install 1943 and after 1942 again.
