just wondering if its a setting choice I made. No unit withdrawals on (I'm Japanese, so its to make it harder)

this is because you have selected variable reinforcements. You won't know what the +/- is in days until the second turn. From then on it looks normal except the dates won't exactly match the historical timeline.
