CAP altitude settings seem to make a difference. I have had CAP fly a bit higher (in anticipation of dealing with a fighter escort) and had torpedo bombers get in and out without losses. Not often, but enough to spur me to remember to set CAP at medium altitudes AND high altitudes if I have enough planes.
