Naval Battle Resolutions

How are naval battles resolved? Specifically, Capital ship on Capital Ship; Destroyer on Submarine; and Submarine on surface ships. I am trying to adjust their attack and defense values for specific "classes" of ships and somewhat confused on what initiative and attack values are applied to which defensive values.
