Why not just implement a rule where major invasions only can be initiated if a player got naval/air suppiority or any of them. As it is now even reinforcement to a captured port go by protecting fleet. Just a thought, what you other think?
I would rather the issue of air/naval supremacy was decided by combat, instead of an arbitrary calculation. I would like to decide how much air, or naval, power to commit against any invasion attempt.
There are several areas of the map where detection is almost inevitable, the Channel, Gibraltar, Skagerak, Narrow points in the Med, etc., provided the other side has suitable air, or naval, forces available, the chance of detection should be very high. Like the Channel dash, let combat between the available forces decide the issue, not have some arbitrary calculation permit, or deny, such an operation. [:)]
