Reduction in Russian Infantry Division Costs

It is the first week of october and russian infantry divisions are still costing me 40 AP points to create.
I have points saved up but 40 is wrong.
When does the cost to form a Russian infantry division fall and how much does it fall to?
10 or 20?

12.2.4.1. Increased Soviet Admin Costs in 1941
From June 1941 until the end of October 1941, the admin cost for building new Soviet on map units (to include fortified region units, see 12.2.5) is four times the normal build costs. For Example, in August 1941 a Rifle Division would cost 40 admin points to create and a fortified zone unit would cost 16 admin points. The cost to create a Soviet support unit is always one admin point.

Increased the Admin point cost for creating Soviet Rifle Divisions and Cavalry Divisions to 20 before May-1942

So 40 AP until end of oct 41, then 20 AP until start of may 42. 10 After.

Hugh ur correct. Frankly i wasnt looking the at FZ cost as the question was about Div costs only. I was just posting what was in regards to div costs. Looking through the edited manual the change to 8 doesnt seem to have made it. Odd, ill ask Leo.
