People's Tactics Tutorial

Forgive me if this is a silly question, but when I start to play the tutorial, it says I need to open another window(explorer) to do the tutorial, and I have no idea what I am supposed to do. Does anyone know?

Chief the title is "People's Tactics" the forerunner of Advanced Tactics.

Been a long time since I tried that one. Maybe the tutorial is an html file and opens with internet explorer?
